Whenever the question of European federation comes up, or global warming, or what to do about battered wives, or should anything be done with Saddam or whatever, my instinct for participatory democracy undergoes instant blight. I look into the honest, boyish faces of Bill Clinton & Tony Blair & thank God that the captains are on the bridge. Where could you possibly find a more intelligent, concerned, wise, splendid pair of men ? Not, I hope, among the general specialists at the end of the bar. Scottie B.
