This (strangely?) reminds me of 'Stand on Zanzibar" by John (Empire of the Sun) Brunner, about a country in Africa, Benin, which has never waged a war in its existence, but still survives:
I'll try to quote & translate from memory:
"The people in Benin, think that it is, under every circumstance, absolutely not done to use force or violence.
All the other people in the rest of the world totally agree with this, and the next moment they bang each-
others skulls in."
That bit about NZealand is right.

Just in responce to that bit about disarming. If I remember right, New
Zealand disarmed all of her armed forces recently. All she has now are ex-
military vehicles/airplanes/boats turned commercial carrier type things...
